Prime Minister Narendra Modi on Thursday (October 23, 2025) said the people of Bihar would never forget the “jungle raj”, nor forgive the Opposition regardless of how much it attempts to conceal its “sins”.
The term ‘jungle raj’ is associated with the rule of Lalu Prasad and his Rashtriya Janata Dal in the 1990s.
During an audio-conference interaction with booth-level Bharatiya Janata Party (BJP) workers, Mr. Modi said: “The discussion on jungle raj will continue even for the next 100 years… people can never forgive those associated with jungle raj.”

He asked the workers to arrange meetings in which the elderly could share their experiences of those days with the youth.
Stating that people of Bihar considered the Opposition’s “gathbandhan” (alliance) a “lathbandhan”, Mr. Modi said its leaders in Delhi and Bihar were out on bail. “How will they work for the people of Bihar in such a situation,” he asked, referring to the alleged land-for-jobs scam in which a special Delhi court has framed charges against Mr. Prasad, his wife Rabri Devi, and their son Tejashwi Yadav, besides others.
The Prime Minister said that earlier Maoists would not allow infrastructural development, terrorise businessmen, and destroy school buildings in the State. Under the NDA rule, he said, the Maoists were now on the verge of complete eradication.

A party worker recounted that during the ‘jungle raj’ days, children and women stayed indoors after 4 p.m., and basic facilities such as electricity, schools, roads, and transport were in terrible condition. Today, he said, the State was witnessing unprecedented development under the NDA government, with new road connectivity and improved infrastructure.
The workers highlighted various schemes launched for the welfare of farmers, women, youth, and the senior citizens. Mr. Modi said that in the coming days, the NDA government would work on the plan to turn Bihar into a technology hub with startups in each district. The youth would no longer have to migrate to other States for livelihood, he said.
“Nitish ji and NDA have worked hard to bring Bihar out of darkness. Today in Bihar, there is no jungle raj but a rule of public trust. Today, every child of Bihar proudly says, ‘I am a Bihari’,” said the Prime Minister.
He accused the Opposition and its allies across the country of insulting and abusing the people of Bihar. “Now in Bihar, there is no fear, development is evident. There is no talk of migration, but of progress. From new roads to expressways, bridges over the Ganga, modern railway stations, metro, and airports, new opportunities are arising in every direction. The infrastructure is creating employment for the youth,” Mr. Modi said.
The Prime Minister exhorted the workers to put in efforts 24×7 for the next 20 days to spread awareness among all sections of society, particularly the youth, about the importance of their votes, and tell them about the welfare programmes.
