Bihar SIR: Election Commission shares list of voters who didn’t submit forms or ‘not found’ with Bihar parties

The Election Commission of India (EC), which has undertaken Special Intensive Revision (SIR) of electoral rolls in Bihar, on Monday (July 21, 2025) said that political parties in the State have been provided with detailed lists of 29.62 lakh electors whose enumeration forms have not been received so far and also of nearly 43.93 lakh electors who were not found at their addresses.

Chief Electoral Officers (CEO), Electoral Registration Officers (ERO) and Booth Level Officers (BLO) have held meetings with the representatives of all 12 major political parties, and the parties have also been requested to connect with these remaining electors, through their district presidents and nearly 1.5 lakh Booth Level Agents (BLA).

“This is to ensure that the entire election machinery, including the political parties, works together in a mission mode so that no eligible elector is left out from the draft electoral roll to be published on August 1,” the EC said in a statement.

The last date for submission of enumeration forms is July 25, and a draft list would be brought out on August 1. Any member of the public can file objections for additions/deletions/rectification in the draft electoral rolls.

Out of the 7,89,69,844 total electors, the forms have been received from 90.67% voters; 5.56% have not been found at their addresses; 2.1% are probably deceased; 0.95% are enrolled at multiple places; 2.3% have been found to have probably permanently shifted, and 0.01% are not traceable, the poll body said in the statement.

The EC said that Bihar has also become the first State in the country to achieve the target of one polling station for 1,200 electors or less, and 12,817 new polling stations have been added to prevent long queues.

As per the Bihar SIR order dated June 24, the earlier ceiling of 1,500 electors per polling station had been revised to 1,200. After adding 12,817 new stations, the total number of polling stations in the State will go up to 90,712 from 77,895.

This major achievement in Bihar is to be followed in other States and Union Territories, the EC said.
