The National Democratic Alliance released its joint manifesto for the upcoming Bihar Assembly election on Friday (October 31, 2025).
The 69-page manifesto outlined 25 promises, including creation of one crore jobs and one crore Lakhpathi Didis, monthly assistance of ₹2,000 to Scheduled Caste students pursuing higher education, new Metro Rail projects in four cities, four new international airports, and seven expressways.
Other major promises were assistance of up to ₹2 lakh for women under the Chief Minister’s Women’s Employment Scheme, guarantee of Minimum Support Price (MSP) for all crops, 125 units of free electricity, free medical treatment up to ₹5 lakh, construction of 50 lakh new houses, and an investment of ₹1 lakh crore to promote industrialisation of the State.

The manifesto was released in the presence of Bharatiya Janata Party’s national president J.P. Nadda, Chief Minister Nitish Kumar, Bihar BJP election in-charge Dharmendra Pradhan, Hindustani Awam Morcha (Secular) founder Jitan Ram Manjhi, Lok Janshakti Party (Ram Vilas) president Chirag Paswan, Rashtriya Lok Morcha president Upendra Kushwaha, Janata Dal (United) working President Sanjay Jha, Deputy Chief Minister Samrat Choudhary and BJP Bihar State president Dilip Kumar Jaiswal.
Soon after the manifesto was released, all leaders left the venue except Mr. Choudhary, who briefed the media. “The NDA has promised more than 1 crore government jobs and employment opportunities. We will conduct a ‘skills census’, create skill-based employment, and establish Bihar as a global learning centre with mega learning centres in every district.”
He also added that special focus has been given to the Extremely Backward Classes (EBCs), who constitute over 36% of the total population.
“Various occupational groups within EBCs will receive assistance of ₹10 lakh. We will constitute a high-level committee headed by a retired Supreme Court judge to assess the social and economic status of various castes of the EBCs and recommend the government to take appropriate steps for their empowerment,” Mr. Choudhary said.
The manifesto also included modernisation of 3,600 km of railway tracks, free ration, and expansion of the social security pension scheme.
It further pledged the creation of a “flood-free Bihar” in next five years with the establishment of a Flood Management Board and rapid construction of river-linking projects, embankments, and canals under the “Flood to Fortune” initiative, which will also promote agriculture and fisheries.
Mr. Choudhary also said new international airports will come up in Patna, Darbhanga, Purnia and Bhagalpur.
The manifesto also promises an industrial revolution in the State with an investment of ₹1 lakh crore under an Industrial Mission, along with creation of industrial development centres, which will lay the foundation for industrialisation and lakhs of jobs. Ten new industrial parks will be established, it added.
Mr. Choudhary asserted that over the next five years, the NDA will build a new-age economy for Bihar, positioning the State as a “global backend hub” and a “global workplace” along with efforts to attract investment of ₹50 lakh crore.
Under the KG to PG free quality education programme, all students of poor families will be provided with free quality education, midday meals, nutritious snacks in schools and modern medical lab facilities.
Made in Bihar products would be promoted through establishment of five mega food parks so that agriculture exports could be doubled. It also aims to achieve self-reliance in pulse production by 2030.
On the education front, it pledged to establish a World Class Education City and ₹5,000 crore would be spent on makeover of schools in all districts. In the health sector, the NDA promised to complete the construction of medical colleges in every district before the approved deadline. For the sports sector, it promised the creation of a Bihar Sports City.
On October 28, the Mahagatbandhan, led by the Rashtriya Janata Dal and Congress, released its manifesto titled ‘Bihar Ka Tejashwi Pran,’ promising to pass a law within 20 days of forming government, to provide government jobs to one member of every family in the State.
Reacting to the NDA manifesto, RJD leader Tejashwi Yadav said that for the first time in history, a joint manifesto was released in just 26 seconds. The NDA should not come out with a “Ghosna Patra” (poll manifesto) but a “Sorry Patra” for the 14-crore people of Bihar.
“In reality, their manifesto is nothing but a report card of lies and deceptions. They have been continuously spreading lies in Bihar for the past 20 years,” Mr. Yadav said
He further said, “They have said that they will provide nutritious food to children in midday meals, which means they admit they were not providing nutritious food to children till now. This is a very basic thing. It means that could not fulfil the basic needs. Today, after 20 years of exploitation, they have come up with a manifesto for Junior KG children.”
He said the NDA had promised renovation of schools, which meant that “they could not do this work even in 20 years”. “They should apologise to the people of Bihar,” Mr. Yadav said.
